Overview

BGR examines two proposed amendments to the Home Rule Charter of the City of New Orleans, one Orleans Parish property tax proposition and two constitutional amendments on the ballot for November 4, 2014. One City charter amendment would incorporate certain professional services contracting reforms made in 2010. The other charter amendment would move the inauguration date for the mayor and City Council members from May to January. The tax proposition would increase funding for operations of the Orleans Parish jail and related facilities. One constitutional amendment would increase the City’s authority to levy police and fire property taxes not subject to the homestead exemption, while the other would allow the City Council to sell public property in the Lower Ninth Ward according to a process set by the Legislature.
